How can we do good education policy without labeling students in a way that fosters segregation in the school environment?

How should we be diverting educational and financial resources to students/schools, and which populations deserve the most attention? Related to that, is the current focus on “bubble” students the best way to approach education policy?

Is there merit to approaching each policy area in isolation? In other words, should we solve education policy issues separately from housing policy issues, or are they a set of interrelated phenomena that should be approached as a unit?

How do we reconcile the need for a holistic approach to education policy with the scalability and sustainability constraints of policymaking? Is there an objective way of defining the goals of education policy?
